Well first, happy birthday!
Okay, here's what I'm thinking:
Curled Hair: I recommend sponge rollers if you have thick hair, it holds longer. If your hair is thin, go ahead and use a curling iron or electric rollers. Don't forget hairspray!
Red Lipstick: Not such a shocking red, but a nice, subtle red. I wouldn't put lip gloss on top (not very ';vintage';). Or, you may want to go with a red that's similar to your hat and belt.
A Light Eyeshadow: Something that complements your skin tone.
Black Mascara: It's classic. (I recommend Maybelle: Great Lash. It doesn't clump very much.)

You should wear your hair in a bun or a wavy bob. The classic makeup style would look great, really red lipstick, etc...If you can find one of those long cigarette holders, that would be a great accent when you take your pictures.
