Honesty, don't get any more tan! Bright red looks the best on pale, dark haired girls. I should know, I am one. :P But, my dress is blue.
Anyway, you say you have thin hair, sooo I suggest getting extensions! Not to make it longer, but to make it thicker. You can get clip-ins if you're planning on doing it yourself. As for makeup, I suggest you search 'red dress' on google. Pictures of celebrities in red dresses are bound to come up. From there you can just look at what makeup they're wearing. Makeup for bright coloured dresses is limited. Basically you have to go with colours that match your dress or neutrals. For example, a light red shadow with some brown, or dark smokey eyes, or taupe colours...light brown, chocolate, cream under your eyebrows. I really like 'Fergie's' look from MAC. Here's the link:

It is very sultry, so if you feel more comfortable you can tone it down by not wearing as much shadow or liner. But, I think this makeup style would look great with the dress.
Also, your dress isn't completely red. I'd say it's more of a dark coral colour. With that said, you could probably also go with a coral coloured eyeshadow.
